ABOUT THE CRA TEAM

he Center for a Reimagined Africa (CRA) supports African public sector leaders in developing the expertise, experiences and partnerships needed to improve service delivery and outcomes for African citizens. Our flagship program is a year-long Public Sector Fellowship that brings together mid-to-senior government leaders charged with the design and implementation of key government projects that have significant impact on citizens.

In addition we run a number of other learning programs targeted at public sector officials at varying levels of seniority.

THE ROLE

The Learning Manager will lead the strategic design, development, and delivery of learning programs targeting public sector officials. This role requires expertise in program and curriculum design, faculty management, and learner experience leadership to ensure impactful learning outcomes. The ideal candidate will collaborate across teams, including curriculum specialists and evaluation experts, to create transformative educational experiences that address the unique needs of public sector professionals.

RESPONSIBILITIES

Program Design and Development:

  • Lead the overall design of learning programs aligned with program objectives informed by structured needs assessments.
  • Collaborate with key stakeholders to define measurable learning outcomes and ensure alignment with organizational goals.

Curriculum Design and Development:

  • Partner with the Learning Experience Design and Innovation (LEDI) team to design, develop, and refine program curricula.
  • Ensure curriculum content is relevant, practical, and aligned with public sector challenges and opportunities.

Faculty Hiring and Management:

  • Identify, hire, and manage a diverse, high-caliber faculty to deliver program content.
  • Provide guidance and support to faculty members to ensure consistent, high-quality instruction.

Learning Journey Design and Oversight:

  • Collaborate with LEDI to design and map comprehensive learning journeys for participants.
  • Oversee the implementation of learning journeys, ensuring coherence and linking concepts across courses to enhance participant understanding and application.

Learner Engagement and Experience:

  • Provide strategic leadership on all aspects of learner engagement, progression, and growth.
  • Foster an environment that supports active participation, collaboration, and personal development for participants.

Monitoring, Evaluation, and Adaptation:

  • Work closely with the Impact Team to implement monitoring and evaluation systems to assess program effectiveness.
  • Use data-driven insights to adapt and improve learning programs continuously.

Participant Selection:

  • Actively participate in the participant selection committee to ensure a diverse and impactful cohort of public sector officials.

Program Reviews and Continuous Improvement:

  • Coordinate regular program reviews, incorporating feedback from learners, faculty, and stakeholders to refine and enhance program offerings.

REQUIREMENTS

  • A Bachelor’s degree. A Master’s degree in Education, Public Policy, Organizational Development, or a related field is preferred but not required.
  • Fluency in both English and French
  • Minimum of 8–10 years of experience in learning program design, curriculum development, or leadership development, preferably targeting public sector officials or similar audiences.
  • Proven experience in managing faculty or instructional teams and leading medium-scale educational initiatives.
  • Strong track record of designing and implementing learner-centric experiences and frameworks.
